Benin secured 249.5 billion FCFA in total financing from the Islamic Development Bank (BID) and the Arab Bank for Economic Development in Africa (BADEA) on 12 and 13 October 2026. The funding agreements involve the two institutions providing capital to support infrastructure and energy projects across the country. Officials finalized the financial packages over the two-day period to advance development objectives. These resources represent the latest commitment from the BID and BADEA to facilitate capital investment within Benin. The financing will be allocated to support national infrastructure and energy initiatives as planned by the government. The government of Bénin has structured these agreements to ensure that the allocated funds are directed toward specific, high-priority development sectors that require immediate capital injection.
Road Network Expansion Projects
The Islamic Development Bank (BID) is providing 201.3 billion FCFA for the rehabilitation of the 94 km Godomey-Ouidah-Hillacondji road. This project aims to improve transit conditions along the specified route. The rehabilitation of this 94 km stretch is a cornerstone of the national transportation strategy, designed to facilitate more efficient movement of goods and people between key economic hubs.
Separately, the Banque ouest-africaine de développement (BOAD) is financing the Ouidah-Guézin road section with 60 billion FCFA. This investment supports the ongoing efforts to upgrade key transport corridors. The BOAD contribution is earmarked specifically for the engineering and construction requirements of the Ouidah-Guézin segment, ensuring that the road meets modern durability standards.
The Banque africaine de développement (BAD) is providing 111.9 billion FCFA for the Comè-Grand-Popo road section. These resources are dedicated to the construction and development of this specific segment. Each of these financial contributions is intended to enhance the national road network infrastructure, providing a cohesive transport system that links regional markets more effectively.
Energy Access and Electrification
The Arab Bank for Economic Development in Africa (BADEA) is providing 65 million dollars, equivalent to approximately 35.75 billion FCFA, to support the Projet d’accès durable et sécurisé à l’électricité (PADS-BEE). This initiative focuses on expanding the national electrical infrastructure to reach underserved areas.
Implementation of the PADS-BEE project includes connecting 61,127 households and 4,300 small businesses to the power grid. These connections are distributed across 127 localities located within seven departments of Bénin. The project serves as a component of the national strategy to improve energy accessibility for residents and commercial enterprises, ensuring that the power grid reaches previously disconnected rural and semi-urban populations.
Separately, officials signed a 12.5 billion FCFA program to improve agricultural productivity. This funding supports the implementation of soil fertility management practices and the expansion of legume-based sustainable agriculture. The program covers 48 communes, targeting the improvement of local farming conditions through the adoption of sustainable techniques that aim to boost crop yields and ensure long-term soil health for the agricultural sector.
