OECCA-Bénin Proposes New Governance Framework with Economic and Social Council

Serge Mensah, president of OECCA-Bénin, met with Abdoulaye Bio Tchané, president of the Conseil économique et social (CES), on 15 October 2026 to propose a new governance framework. The meeting focused on establishing a collaborative structure between the professional order and the national institution. Regarding the initiative, Serge Mensah stated: "Nous avons sollicité une sorte de concertation, un cadre qui sera mis en place pour débattre […] des questions de gouvernance, de transparence, de mobilisation des ressources financières et aussi des questions de durabilité." This dialogue aims to integrate economic expertise into the consultative processes of the CES. Both parties discussed the technical requirements for implementing this partnership to improve fiscal oversight and public resource management within Bénin.

Formalizing Strategic Collaboration Framework

OECCA-Bénin officials submitted a formal proposal to the Conseil économique et social (CES) on 15 October 2026. This plan outlines a structured collaboration intended to integrate professional oversight into the national consultative process. The framework specifically targets the improvement of governance standards, institutional transparency, and the mobilization of financial resources across Bénin. By establishing this partnership, the organization aims to refine how public funds are managed and monitored. Serge Mensah and Abdoulaye Bio Tchané discussed the technical requirements necessary to align these professional standards with the existing mandates of the CES. Future sessions will evaluate how these procedures can be applied to meet regional economic regulations set by UEMOA to ensure consistent fiscal reporting across all sectors in Cotonou.

Upcoming UEMOA Regional Congress

Cotonou will host the 8th Congress of Chartered Accountants of the West African Economic and Monetary Union (UEMOA) on 21–22 October 2026. Organizers expect more than 500 participants to attend the sessions held within the city. The event centers on the theme, 'L’Expert-Comptable, garant de la transparence et de la souveraineté financière dans l’espace UEMOA'.

Concurrent with the regional congress, OECCA-Bénin is celebrating its 20th anniversary. The professional order is integrating its commemorative activities into the broader schedule of the UEMOA event to mark two decades of institutional history.

Following the conclusion of the congress, a cultural and tourism initiative titled 'Révéler le Bénin' is scheduled for 23 October 2026. This program serves as an additional component of the week's proceedings in Cotonou.
