The European Investment Bank (EIB) published a project fiche on 23 October 2026 regarding a potential 25 million euro, or approximately 16.4 billion FCFA, financing package for Benin. This proposed capital injection aims to strengthen the participation of Benin in the African Trade and Investment Development Insurance (ATIDI). The financing is currently under evaluation by the bank to support the country's involvement in the multilateral development institution.
Project Scope and Objectives
The total cost of the project is estimated at 136.5 billion FCFA. This figure represents the aggregate financial requirement for the initiative to secure the country’s membership and operational integration within the African Trade and Investment Development Insurance (ATIDI).
The European Investment Bank (EIB) project targets micro, small, and medium enterprises (MPME) and foreign investors in Bénin. By facilitating this capital, the institution intends to provide the necessary coverage to these specific economic actors. The proposed framework aims to mitigate risks for businesses operating within the country and to encourage capital inflow from international entities. These efforts align with the broader goal of increasing the volume of trade and investment throughout the domestic market.
Financial Framework and Guarantees
The European Investment Bank (EIB) intends to structure the financing package for Benin’s participation in the African Trade and Investment Development Insurance (ATIDI) under the guarantee of the IVCDCI – Europe in the World instrument. This arrangement also includes coverage from the European Fund for Sustainable Development Plus (FEDD+). These mechanisms provide the specific financial backing required to support Benin's integration into the multilateral institution.
Benin maintains a history of utilizing specialized financial products to support its national development strategy. In January 2025, the Beninese state secured a 507.5 million euro loan from Deutsche Bank with a 15-year repayment term. This credit facility received a partial guarantee from the International Development Association (Association internationale de développement), which operates under the World Bank Group (Groupe de la Banque mondiale). The transaction also included coverage provided by ATIDI to manage associated risks.
Separate from this loan, the government of Benin previously issued an international bond valued at 500 million dollars. This issuance served as an earlier component of the country’s broader efforts to manage its fiscal requirements and attract international capital for domestic economic activity. These combined financial instruments reflect the state's ongoing integration into international credit markets and its reliance on regional insurance partners to secure external funding.
