The National Assembly received the 2027 draft finance law following the Council of Ministers meeting held on 7 October 2026. The transmission of this legislative document marks the beginning of the formal budgetary review process for the upcoming fiscal year. This proposed state budget is balanced at 4,757.029 billion FCFA in resources and charges. This total figure encompasses the entirety of the government’s projected revenue streams and its planned expenditure commitments for the 2027 period. On 25 October 2026, deputies Gérard Gbénonchi and Orden Alladatin discussed the proposal on the SRTB television program Grand Angle.

Gérard Gbénonchi, president of the Commission of Finance and Exchanges, stated, "Nous ne sommes pas dans la logique de nous opposer systématiquement au projet de budget." He added, "les ressources n’étant pas élastiques, il faut faire des arbitrages" and emphasized, "Zéro création d’impôt, zéro augmentation des taux d’impôt." These remarks highlight the legislative approach toward balancing the fiscal requirements of the state with the current economic constraints facing the administration. Orden Alladatin, president of the Commission of Laws, Administration and Human Rights, noted, "Le député n’est pas un juge et n’est pas en lui-même un auditeur." His comments clarify the specific role of the National Assembly members during the scrutiny of the financial documents submitted by the executive branch.

Budget Growth and Fiscal Scope

The 2027 draft finance law reflects a significant expansion in state spending compared to the previous fiscal year. The revised finance law for 2026 reached 4,148.357 billion FCFA. By comparison, the proposed 2027 budget of 4,757.029 billion FCFA represents a 14.7% increase over the 2026 revised figure. This growth notes the government's fiscal trajectory as it manages the nation’s economic planning.

Within this total allocation, the government has earmarked 1,597.533 billion FCFA for socially sensitive expenditures. These funds are designated to support public programs and services identified as essential for social stability. The allocation of 1,597.533 billion FCFA toward these initiatives represents a core component of the 2027 draft finance law. Parliament members continue to evaluate these fiscal projections as they prepare for the upcoming legislative debate on the national revenue and expenditure plan. The review process involves detailed examination of the distribution of resources across various sectors to ensure alignment with the state’s financial objectives. As the National Assembly proceeds with its deliberations, the deputies will determine the final approval of the budget based on the 4,757.029 billion FCFA framework established by the Council of Ministers on 7 October 2026. This systematic review remains a critical step in finalizing the national fiscal policy for the 2027 calendar year.
