The Commission for the allocation of commercial plots located between Marie Stella and Adounko has established December 31, 2026, as the final deadline for the effective start of construction work on the Route des Pêches. Officials issued a formal notice stating "qu’aucune prorogation ne sera accordée" regarding this timeline for developers. The Commission further instructed stakeholders to initiate necessary preparations immediately, declaring: "Les attributaires sont invités à prendre, dès à présent, toutes les dispositions utiles au strict respect de ce calendrier." Compliance with this directive is now required for all entities holding land parcels within the specified corridor.

Construction and Completion Timelines

Project developers must finalize all construction activities on the Route des Pêches by December 31, 2028. This requirement establishes a maximum building duration of twenty-four months for the commercial plots situated between Marie Stella and Adounko. All stakeholders holding land parcels are subject to this two-year window for the completion of their designated projects. The Agence nationale du domaine et du foncier oversees the compliance of these timelines across the specified corridor. Developers are expected to manage their building phases to ensure the site reaches full completion status by the end of 2028. No allowances for extensions beyond this terminal date have been indicated by the authorities responsible for the oversight of the land plots.

Past Administrative Deadlines

The Agence nationale du domaine et du foncier required all project developers to finalize the signing of their construction leases by 31 January 2026. Following this initial administrative step, the authority set 30 June 2026 as the terminal date for the submission of formal building permit applications. These requirements were part of the sequence established for the development of commercial plots between Marie Stella and Adounko.

Failure to initiate construction work by the designated deadline results in the automatic forfeiture of the plot. Under these terms, the Agence nationale du domaine et du foncier will proceed with the cancellation of the associated lease agreement.

Financial penalties accompany these regulatory measures. The Agence nationale du domaine et du foncier mandates that security deposits will be forfeited in all cases of non-compliance with the established schedule. These same conditions apply to developers who fail to meet project milestones or who engage in the abandonment of their designated land parcels along the Route des Pêches.
