The National Agency for Standardization, Metrology, and Quality Control (ANM) launched a public inquiry into new agri-food and construction standards in Benin on 16 October 2026. Officials initiated this process following the release of radio broadcast communiqué no. 1319/ANM/MIC/DNC/CCOM/SA, which the agency issued on 12 October 2026. This administrative inquiry is scheduled to run for two weeks, concluding on 30 October 2026. The consultation period invites stakeholder feedback regarding the implementation of updated regulatory frameworks for industrial and building sectors across the country.
Proposed Agri-Food Sector Standards
Agri-food standards currently under review by the National Agency for Standardization, Metrology, and Quality Control (ANM) cover a range of essential commodities. The evaluation includes updated hygiene requirements for poultry processing and specific quality parameters for dried meat, governed by the NB CXS 350R-2022 2026 edition. White sugar standards, listed under the NB ARS 58 (F) 2026 edition, are also subject to public scrutiny.
Beyond processed goods, the inquiry addresses technical specifications for raw cane sugar and the moisture content standards for green coffee. The agency is further examining established criteria for black tea. Finally, the regulatory review incorporates updated specifications for dry beans and lentils. These items represent the primary focus of the agri-food component within the broader consultation process, aimed at aligning domestic practices with the 2026 editions of the specified standards. Stakeholders are invited to review these criteria to ensure compliance with the proposed regulatory frameworks during the ongoing inquiry period.
Construction Industry Quality Benchmarks
Construction sector standards currently under review by the National Agency for Standardization, Metrology, and Quality Control (ANM) cover several core materials. These include masonry cement, road marking paints and coatings under the NB NFEN 1871 designation, and oxidized bitumens and bituminous binders specified by NB NF EN 13304. The agency is also evaluating standards for PVC-U plastic piping systems.
Interested parties may participate in the consultation process through digital or physical channels. Public contributions can be submitted via an Airtable form or by email to the ANM. For those preferring to review documentation in person, physical files for the inquiry are available at the ANM headquarters in the Saint-Jean district of Cotonou.
